1 November 2026 rule changes: GST, LPG price, pension life certificate and ITR deadline

GST: post-sale discounts and refunds

Reports say the government is easing the rules on post-sale discounts, subject to prescribed conditions, and speeding up provisional refunds for businesses facing an inverted duty structure (where tax on inputs is higher than tax on the final product). One report links the changes to Sections 153 to 155 of the Finance Act, 2026 coming into force from 1 November. No thresholds were published in the reports we checked; businesses should read the official notification or ask a tax adviser.

Pension life certificate (Jeevan Pramaan)

Pensioners below 80 can submit their life certificate from 1 November, and the window generally stays open until 30 November. Pensioners aged 80 and above could submit from 1 October. Missing the deadline can temporarily stop pension payments until verification is completed. Read our life certificate guide.

ITR deadline moves to 21 November

For Assessment Year 2026-27, the deadline for specified audit-subject taxpayers moves from 31 October to 21 November 2026. The extension does not cover individuals and salaried employees outside the audit-related categories, according to the report.

LPG cylinder prices on 1 November

Oil marketing companies revise LPG prices at the start of every month, and commercial cylinder changes affect restaurants and hotels. As of 29 October there was no official announcement for 1 November, and reports differ on whether commercial prices rose. Check the official price list of your gas company for your city.

Not effective from 1 November: disability pension changes

The Union Cabinet approved changes to disability pension, including lowering the disability threshold from 80% to 40%, removing the minimum age and raising monthly assistance. Reports say these are not expected to apply from 1 November because operational guidelines have not been issued.

Quick answers

Will LPG cylinders get costlier on 1 November 2026? It was not confirmed as of 29 October; check your gas company’s price list.

What is the last date of the ITR audit deadline? 21 November 2026 for specified audit-subject taxpayers.

Till when can pensioners submit a life certificate? Pensioners below 80 can submit from 1 November, generally until 30 November.

Questions to think about

  • Should LPG price changes be announced earlier so households and small businesses can plan?
  • Do frequent deadline extensions help taxpayers, or make compliance harder to plan?
  • How can pension rules be made simpler for elderly people without smartphones?
